The City Clerk’s office handles a variety of City functions including:
Human Resources and Employee Benefits
The City Clerk is the Personnel Director and Labor Relations Administrator
The City Clerk coordinates hiring practices including Civil Service tests by the City Civil Service Board to fill vacancies in the City’s Bureaus of Fire and Police
The Administrative Assistant processes payroll in accordance with Collective Bargaining Agreements and Memorandums of Understanding
The City Clerk is the Chief Administrative Officer for three pension plans
Purchasing and Accounts Payable
The City Clerk is the Purchasing Agent and Contracting Officer
The Finance Clerk processes payables and issues payments in accordance with the annual City budget and purchasing procedures as set forth by the Purchasing Agent
Insurance Policies and Claims
The City Clerk manages all City insurance polices
The Clerk Typist enrolls new hires in benefits offered by the City
The Administrative Assistant submits insurance claims for Worker’s Compensation, Vehicle, Property, and other insurance related issues
Council Meeting Agendas and Minutes
The council meeting agendas are compiled by the City Clerk and posted to the website by the Administrative Assistant
The council meeting minutes are recorded and prepared by the City Clerk and posted to the website by the Administrative Assistant
Annual City Budget / Annual Audit
The annual City budget is developed in the Clerk’s office working with the Director of Accounts and Finance
The City’s annual budget worksheets are typically prepared for the June council meeting, introduced at the November council meeting, and adopted at the December council meeting
The City Clerk coordinates actions required for audits of the City’s financial operations, pension funds, and liquid fuels tax fund and implements corrective action to address noted findings.

The City Clerk’s Office serves as the City’s telephone ‘switch board’, manages the City’s website content, and provides information to visitors or callers. In addition, the City Clerk’s Office prepares correspondence for the Mayor and Council as directed and responds to ‘no lien letter’ requests. All internal and out-going mail is processed in the Clerk’s Office.
