MINUTES

City Council Meeting

City of Butler, Pennsylvania

July 23,2015

Mayor Donaldson called the meeting to order at 7:00 PM. Mayor Donaldson and Council members Schontz and May were present. The pledge of allegiance to the flag followed an invocation given by Pastor Sam McNamara, First Baptist Church.

PRESENTATIONS:

Butler Rotary/Institute Hill Playground Project: Dale Pinkerton, Dennis Baglier and Rick McDeavitt, representing Butler Rotary, presented information about the Institute Hill Playground Project – residents may donate a bench, a picnic table or bricks to support the rehabilitation of the playground by contacting Butler Rotary.

Mike Ogin:Any questions concerning the Centre City Parking Garage may be directed to Mike at Gateway Engineers.

Motion by CM Schontz with second from Mayor Donaldson to approve the minutes of the Regular meeting of June 25, 2015 and the special meeting held on July 15, 2015. All voted aye.

MONTHLY & ANNUAL DEPARTMENT REPORTS

(Note:Department Reports Distributed to Council at Tuesday’s Forum Meeting for Review)

Department reports for the month of June were approved by individual, unanimous votes.

The following action took place at the City’s Forum Meeting held on July 21, 2015:

Motion to approve the conditional hiring of Debbie Liscotti for the part-time, temporary position of Administrative Assistant in the Office of the City Clerk.Second by CM Schontz.All voted aye.

Motion by Mayor Donaldson to exclude the elevator alternate and the brick tier alternate from the proposed parking garage for the Centre City Project.Second by CM Schontz.All voted aye.

COUNCIL REPORTS/ACTIONS

Motion to direct the City Clerk to prepare and release a request for proposals (RFP) for traffic signal maintenance for the years 2016 and 2017.Second by CM Schontz.All voted aye.

Motion for the introduction and first reading of City Ordinance No. 1715; an ordinance of the City of Butler, Pennsylvania amending Part One, Chapter 57 (Officers and Employees Pension Plan) of the codified ordinances of the City of Butler to amend Article VIII; Termination of Employment; §57-35; Deferred Retirement Benefit, A.Second by CM May.All voted aye.

Councilman Schontz

Motion for the second reading and adoption of City Ordinance No. 1713; an ordinance of the City of Butler, Pennsylvania amending the City’s traffic control schedule contained in Chapter 245 of the Codified Ordinance of the City of Butler by making permanent experimental regulations previously adopted by City Council on a 90-day trial basis.Second by CM May.All voted aye.

Motion to approve payment to Wiest Asphalt Products & Paving, Inc. for the 2015 street paving project in the amount of $219,069.58 after final review by the city municipal engineer.LIN 18 430 439.Second by CM May.All voted aye.

Motion to erect a sign in the Quarry Lot that states “No Skateboarding or Bike Riding in This Parking Lot”.Second by CM May.All voted aye.

Motion to accept the EADS Group proposal to prepare the Section 504 Plan for the City of Butler in the amount of $7,000.00 continent upon review by the City Solicitor.(paid from LIN 01 427 120) Second by CM May.All voted aye.

Motion to approve a License Agreement with Terry and Roberta Capella, 113 Pine Street that gives permission to encroach onto the right-of-way of Pine Street for construction of a handicap ramp, contingent upon review by the City Solicitor. Second by Mayor Donaldson.All voted aye.

Councilman May

Motion to rehabilitate the tennis courts at Ritts Park using Act 13 funds.LIN 18 452 350. Second by CM Schontz.All voted aye.

Motion to approve the request from the Main Street Promotions Committee for use of the West New Castle Street Plaza for the Butler City Farmers’ Market on August 5th from 11:00 AM to 2:00 PM.Second by CM Schontz.All voted aye.

Mayor Donaldson

Motion to approve the retirement of Sara Pellegrini, from the Office of the City Treasurer, following 25 years of service, effective October 10, 2015. Second by CM May.All voted aye.

Motion to direct the City Clerk to initiate recruitment action to fill the position of the Clerk Bookkeeper/Deputy Treasurer in the Office of the City Treasurer.Second by CM May.All voted aye.

Motion for the second reading and adoption of City Ordinance No. 1714; an ordinance of the City of Butler, Butler County, Pennsylvania, amending Chapter 189 Parking to add additional residential parking areas in Section 189-3.A.Second by CM Schontz.All voted aye.

The City Treasurer presented Council with the Account Balance Report and the Monthly Intake Report for June, 2015 electronically.

The City Controller presented bills for payment as follows: from the general fund – $333,449.53; from the capital projects fund – $59,153.50; and from the liquid fuels tax fund – $5,187.85 for a grand total of $397,790.88. Motion by CM Schontz with second from Mayor Donaldson to approve payment of bills as presented.All voted aye.

  • ANNOUNCEMENTS:
  • WISR City Hall – Mayor Donaldson and Councilman Schontz.
  • Reminder:Streets marked “No Parking” for street cleaning will be enforced.
  • As a requirement by the bonding companies,all parking garages,lots and city lots are enforced 24/7.
  • A special meeting of City Council is being scheduled for August 5, 2015.

Mayor Donaldson adjourned the meeting at 7:37 PM.
