Mayor Smith called the meeting to order at 7:00 PM.  Mayor Smith and Council members Smith and Bonus were present. Councilman Walter joined via telephone. The pledge of allegiance to the flag followed an invocation given by Mayor Ben Smith.

PRESENTATIONS:

Dave AndrewsConnoquenessing Watershed Alliance presented the plans for stream improvements in Memorial Park.

Gene Price, Precision Safe Sidewalks, LLC presented a plan for sidewalk improvement throughout the City.

Motion by Mayor Smith to approve the agenda for the regular meeting of August 5, 2021.   Second by CM Bonus.  All voted aye.

Motion by Mayor Smith to approve the minutes regular meeting of July 22, 2021.  Second by CM Bonus.  All voted aye.

COUNCIL REPORTS/ACTIONS

 Councilman Walter

1.Motion to approve a payment in the amount of $9,074.63 to Wells Fargo Bank for an interest payment for the General Obligation Refunding Bond Series of 2005.   LIN 01 472 700.   Second by Mayor Smith.  All voted aye.

 

2.Motion to approve a proposal submitted by Maher Duessel Certified Public Accountants for assistance in administration and general consulting of its American Rescue Plan Act (ARPA) as outlined in their engagement letter of July 13, 2021 and to authorize the City Clerk to sign said letter on behalf of City Council. Second by CM Bonus.  Motion to table by CM Walter.  Second by CM Bonus.  All voted aye.  Motion tabled.

3.Motion to approve agreement with the Fall Festival Committee to hold an event at Memorial Park and Father Marinaro Park on September 11th and 18th. Second by CM Bonus.  All voted aye.

4.Motion to send a letter of support to the Connoquenessing Watershed Alliance for their “Memorial Park Stream Project”. Second by CM Bonus.  All voted aye.

5.Motion to accept the bid from William Wilson in the amount of $4,500.00 for the sale of one 1998 Kubota B7300 HSD Tractor 4 x 4 that is surplus to the needs of the City’s Parks Department.  Second by Mayor Smith.  All voted aye.

6.Motion to direct the City Clerk to advertise for sale one used 2010 Dodge Dakota Crew Cab ST 4×4 from the City’s Bureau of Police that is surplus to the needs of the Police Department. Second by CM Bonus.  All voted aye.

  1. Motion to approve the Memorandum of Understanding with the Fraternal Order of Police, Butler Lodge 32, that defines overtime and scheduling. Second by CM Walter. All voted aye.

The City Controller presented bills for payment as follows: from the general fund – $196,084.54; from the parking fund – $5,363.66; from the capital projects fund – $5,470.00; and from the liquid fuels tax fund – $3,043.79; for a grand total of $209,961.99.  Motion by Mayor Smith with second from CM Bonus to approve payment of bills as presented.  All voted aye.

Mayor Smith adjourned the meeting at 7:43 PM.
